REALITIES FOR QUALIFYING AS A NEW POLITICAL PARTY

To create a party, one initially needs to raise consciousness, by spreading the message via public lectures at libraries or other public venues, radio programs, etc. I would be facilititor for this, but not a leader, in what would be a non-hierarchical, self-organizing program. 

 

It is assumed that the rational first step is not to register voters, but to simply raise awareness, create a meme, develop word-of-mouth and organize a sizeable database of interested people. After that one could go about getting interested voters registered.  At a later point in time, the effort would be in getting petitions signed on college campuses, farmers markets etc. 

 

Fundamental to the process is the understanding and acceptance that people do not have time.  However, they will do things that involve minimal effort and or that directly flow from their natural innate energies. What this means is that people who are artists may vote for an artists' party if it was on the ballot. That is the minimal effort part. People contributing would have to do so in the form of other personal artistic expression that may be released through party advocacy, such as political posters, political songs, computer do-dads etc. among other things.  

 

Where this meshes with the system obviously requires a shift in function and will take effort to bridge with minimal compromise. One idea I am presently toying with is through the development of an "Avatar" robot that might be a voice for a direct democracy collective. But simpler constructions like the non-hierarchical speakers of OWS may be another interim measure.

["]Beginning the Process of Qualifying a Political Party

Whenever a group of electors desires to qualify a new political party, the group shall form a political body by carrying out the following two requirements (Elections Code § 5001):

The group of electors must hold a caucus or convention at which temporary officers shall be elected and a party name designated. The designated name shall not be so similar to the name of an existing party so as to mislead the voters, and shall not conflict with that of any existing political party or other political body.

Following the convention, the group must file a formal notice with the Secretary of State. The notice must contain the following information:

  • Hold a Caucus or Convention

  • Filing Notice with Secretary of State

    • That the political body has organized,

    • That the political body elected temporary officers,

    • That the political body intends to qualify a political party pursuant to Elections Code section 5100 or 5151, but not both, and

    • The names and addresses of the temporary officers of the political body.

1. A core body needs to be organized.

 

2. Temporary officers need to be named.

 

3. In order for new parties to qualify as a party in the state of California, they must follow either the registration method or the petition method. 

 

REGISTRATION METHOD

1 percent of the registered voters in the last gubernatorial election ["]

    • ["}135 days prior to the June 7, 2016, primary election is January 24, 2016.

    • 102 days prior to the November 8, 2016, presidential general election is July 29, 2016.

PETITION METHOD

10 percent of the votes cast in the last election["}
